Changelog should be required
I don't know about other game communities but I've noticed when it comes to the sims, there are MASS amounts of useless updates daily. And whenever you check these files to see what has been changed, there's no changelog and the file size is exactly the same as the previous one. Meaning the file as only been updated to get the project to the top of the app again. Nothing is ever different, they just want more downloads. I've had to uninstall so much content because I'm not going to update the same items every week for no reason. They make the app cluttered and unappealing.
It's frustrating because this process burries new creations on the page to the point that I don't even want to open the app anymore.
I spend hours making new content every week just for someone to come along and update their loading screen every 3 days or update 20 of their tattoos for no reason.
It should be made very clear that something actually NEEDS an update. Otherwise the file should be rejected.

I track mod and CC updates over at EA Answers HQ. For CC, I limit that to necessary updates (not new thumbnails, new swatches, minor graphical updates when the item wasn't broken, and the like). The absence of changelogs, especially for CC, means lots of CC updates that Simmers actually need, they won't get notified about unless they're using the CF app. Right now, that probably includes a whole lot of stuff being updated to not be broken with DX11. Requiring a changelog would be helpful to users as well as reduce gaming of the system for download counts to get a bigger piece of the pie.
