Make exportable resource pack configuration out of game with local pack files detection

Situation: Here I am, a 600+ modpack. All mods load, now I want to configure my nifty resource packs. Go ingame, set the order, set the execution, filter my resource packs, click on "Done", click on... oh cool my whole device is freezing and my game won't save the resource pack order if I close it. So I have no choice but to keep my device trondling and trondling, it's been mere 7 hours now, UNLESS we do it this way instead:

Here's my idea. We have a cool display of CF uploaded resource packs already, but what if we can actually:

1. set the execution order of resource packs - you read this right! put numbers or just sort them like the in-game list! no more slip ups! ever!

2. filter and display the local folder content for any valid resource pack that's detected within the resource pack folder - your modpack is so huge that you had to create compatibility resource packs? you added a custom panorama to the menu screen? Or just because you wanted to add your own touch? Now you can! You can already export resource packs in modpacks so why not display your very own unique fashionable creations from inside your resourcepacks folder! Just remember to give them the pack.mcmeta file, you know the drill, fellow modpacker -

and last but not least:

3. decide which of all of these resource packs to load by default when starting the game instead of just doing the current default that I described up above?

It would be done in a way that Minecraft still can do a fallback, of course but if possible load them all correctly on startup! No in-game fiddling and "Ah it's just 10GB RAM I can use less on my pc now for an unknown period of time, oh no why's the current device time frozen?" situations anymore!

Hope you feel my pain and would like it just as much as I do in the launcher of the future!
