TS4 - Allow functional items category in rooms/decor for sets that are both. Merged

A common TS4 mod theme is a decorative custom content set of items that also includes custom functionality, but the "functional items" category is limited under Mods only. I feel as though it should also be a category within build/catalog. Modders who create furniture with custom functionality would be limited to putting their build/buy items into mods and may limit visibility of their set to users, or putting their functional items into build/buy which ignores that they are also functional.
