The legendary Patrix resourcepack includes it's add-ons as additional files. Because of this, I cannot include them in a modpack.
The same goes with the very popular Golden Days resourcepack, which includes it's Alpha add-on as a separate file.
These are just two of the biggest ones I have noticed.
My own resourcepack, Analog Horror Music, has recently added support for the Reactive Music mod, which only works for Fabric. So I keep the original files up to support Forge. But, this means that I have to ignore the launcher asking me to update the file.
These problems could be alleviated by adding a system whereby projects could contain smaller sub-projects, that would be recognized as individual files by the CurseForge system. Or by simply allowing modpack authors to mark individual files for inclusion in a modpack.
