Ability to Flag /add a mod to a Modpack without downloading the mod. Merged

The ability to flag/add a mod to a modpack without actually downloading it would be very useful, as it would mean that you can effieciently make modpacks, add mods. And it would also be great for the modders, as it could include analytics of how many people have their mod flagged as a possibility for their modpack or server, as it would show a different aspect of interest. It would be a good feature and very useful.
