Add an offline mode Merged

One issue I (and possibly other users) have is spotty wifi, often forcing us to keep Curseforge open for long periods of time, which takes up resource space. Allowing users to play modpacks while offline would certainly improve experiences, and could also allow those who need their wifi for something else to play their modpacks without taking up bandwidth. This offline mode would be similar to Steams, in that you would be able to access your downloaded modpacks and games, but not anything else.
