This should be a category that can be added to mods- similar to "Server Utility", or another attribute of projects of its own (Server/Client/Both). An example would be my mod "Better Animal Models", which only functions on the client and does nothing on the server. There could also be some sort of validation with server packs because often server packs will crash if these type of client mods are included. Dynamic Surroundings would be another good example of this phenomenon.
