Allow adding of Shaders and Resource Packs into a modpack without turning Content Management on and off. Content management being enabled allows for mods to be updated which can break packs with large mod counts. Allowing shaders and resource packs to be added without it being on can stop this from happening, unless the pack requires a specific shader or resource pack most people will have a personal preference and turning content management on and off just to add them is a waste of time.
This is useful mainly for pre-made packs downloaded from the curseforge app, but can also be good when sharing a pack with friends, they wont accidently break something trying to add their own shader or resource pack as the update all mods button in content management may seem like a good thing for them to press
