Filter By AND/OR Slider

"Filter By" currently only filters by an AND operator. There should be a slider to toggle between AND/OR for filters.

This would allow us to filter for mods that are in "Bug Fixes" OR "Performance" instead of having to go down one list then the other to find all the mods you need.
