Allow mod authors to choose to share a portion of their RP with embedded libraries.

Currently, mods which are designed to be used as an embedded library receive no recognition when they are used, other than by mod authors listing the mod as an embedded library. The issue here is that even when listed as such, the library author obviously cannot expect to receive RP for the downloads on the consuming mod, since CF has no way of verifying that the embedding is legit.

My proposed solution is to give modders the option to share a portion of their earned RP to the embedded libraries (ideally, they would choose the split).

Additionally, I think that regardless of the situation with RP, a download of the consuming mod should also count as a download of the library. This has no impact on earnings, but would more accurately reflect the usage of the library.
