REQUIRE mods to list as Client, Server, or Client/Server.

Many mods and mod authors already do this, but I feel it should be required. I tend to make a lot of mod packs for myself, and for optimization purposes, I make a server pack to easily input mods into a server, but only around <40% of them are actually listed as any of the options. Requiring this labeling would make finding mods, making mod packs, and troubleshooting packs significantly easier and has no downsides.
