Allow to revoke comment deletation from project owner

I know that could be a bit strange but it could be useful when someone want to report an issue on a project or just a suggest to improve it about something like a missing category tag or a broken image but the project owner just delete it to ignore...

so it could be good if there was something to "revoke" the deleted comment to allow other users to see the issue and maybe fix it (?)

in case it wasn't possibile , it could be good something that can check if the comment deleted was something of bad (an insult) , something to help others (missing category tags / malicious links) or other (miss-clicked)
