be able to let the users leave a review not up to the creator to let them Merged

there's a lot of broken mods or mods that have issues that not everyone can figure out like it not working with another mod etc i think that players should be able to leave a review no matter if the creator of the mod wants it or not to protect and help other users using the mod/texture pack/shader
