Multiple times ad rotation has placed ads that are bigger than the area they are designed to sit in. Covering critical control functions preventing the use of the site. That needs to be fixed, otherwise the site becomes unusable.

I second this, but would recommend going further by straight up removing the ads and coming up with a different system to incentivise (or bully) people into paying for a subscription. Especially since the ads do NOT actually support the authors and at best, barely, if they do.
For example, you could set download limits which are removed for those who are subscribed, or offer faster/priority downloading. OR an even better option, a Support the Author button where we can donate directly to them instead of feeding what is essentially just a host/staging ground for their modpacks, that we can also get from other places.
An even better option than both of those however, would be if somehow you could work out a way to get packs updated in the event that the mod authors are too lazy/busy/grown up to do it themselves. Subscribers could; for example, have access to a Vote button, just for them, that pushes modpacks to the top of a list where, at the end of each month, modders work together to update said pack. This could further be incentivised by giving Modders who work on said pack, a free month subscription in exchange.
