There appear to be standards your description and summary must adhere to in order to get your submission approved. These criteria however are only given to you after you fail your submission and changes are required. This is a bad deal for everyone, frustrating for the person submitting, eats time of the mods and makes the process take much longer than it should.
I suggest showing a guidance of what is expected/required when you focus on an input field. This should be done in such a way that the submitter can read it and with a decent level of certainty verify if their input is sufficient. So for example, if you focus on summary, it could show:
"-Must be English
-Short single sentence summary of the mod"
