If you want a rating system, don't make it "X out of 5"
I think a 1-5 star rating system would not be a good idea, because what makes mod high quality? Probably usefulness the absence of bugs, but usefulness is subjective, so the only objective criteria to rate a mod for is, it not being buggy, which doesn't justify 5 rating tiers.
Also star average would probably not have that much meaning anyway, because popular mods will mostly get maximum and minimum ratings anyway and there will be people who just give every popular mod a max. rating or every Forge, Fabric or Quilt mod a minimum rating.
If you REALLY want a rating system, which I have my doubts that that would be a significant positive addition, I would suggest to make it a "Steam"-like rating system thumbs up and down and a distinction between recent ratings and all-time ratings.
