QOL: version blacklist for search

With Minecraft being used for a case example, suppose you have 1.15 in your blacklist. Whenever you do a simple search for a mod or a pack, any item that exclusively supports MC 1.15.x will not show up in the search.

And this is intended to be saved as a personal setting, so that a user does not need to bother with anything that does not support outside the types/versions that each may not want to bother with.
