This is similar to other suggestions, but I think it would be easier to implement and accomplish the same goal.
Any mod that uses a library has a tag with the name of that library attached - and vice versa.
The big thing is to be able to identify libraries that no longer serve a purpose after you have deleted the corresponding mod.
