When I first started playing with modpacks I would "edit" them. I would get rid of mods I didn't like and add mods I wanted and change config files, etc.
I learned how to make modpacks this way. I didn't publish them publicly, but it was a lot more difficult back then to do that than it is now.
On Curseforge you see a lot of packs that are basically just clones of other packs. Sometimes they are intentionally cloned and sometimes they are just a bunch of mods with no changes to config files or unique scripts.
It would take a bit of coding, but with Curseforge's huge database of modpacks they could compare modpacks to one another and sort them by how unique they are.
There could be a base originality score that packs have to measure up to and packs that don't meet it could be rejected, This would encourage people to put more work into their packs and eliminate the low-effort packs that are so common on the site.
It would be a great help to modpack developers and to players.
(If people want to clone packs and edit them for their own personal use that would be fine. Actually, if Curseforge wants to host a bunch of clone packs that's fine just give people a way to sort them out.)
