Often, if people download a mod, they just download the latest version of the mod for the Minecraft version they want it for, expecting that it is the newest version of the mod, especially if they download it through the CurseForge launcher, because they cant double check easily, if there is a newer mod version for other Minecraft versions.
As a mod author, this mean, if you don't want to support a specific Minecraft version anymore, but don't want any complains about bugs you already fixed, the only option is to archive the mod version for that Minecraft version, making people unable to get any version of your mod for that Minecraft version.
If you could instead mark the versions as deprecated, giving the player a little warning symbol, like when they have a archived version of a mod or something, it would be clear to them, that it is not the newest version while giving them the option to make the informed decision to still use it.
