New output system (QIWI)

New reward withdrawal system with CurseForge: QIWI.

QIWI is a Russian payment system and you can open an account with it not only in roubles (₽), but also in tenge (₸), dollars ($) and euros (€).

I suggest this idea because I think adding this payment system would make CurseForge easier to use. People in a country where PayPal and other systems are not as popular can use their native service without problems. And considering the current situation of people from Russia, for some people QIWI has become the only option which can still be registered.
