from my understanding - mod 'launchers' (curseforge , ATLauncher, MultiMC, etc) also setup the config files to allow all mods to work together (ie. key bindings, limits, progression settings) on top of downloading the mod jar files.
Although some modpacks are on the curseforge website they seem to not have the 'setup/config' settings as far as I know (or they may include a batch file that needs to be run beforehand - I installed SevTech:Ages that way.
I've tested exporting a modpack from the curseforge launcher: I only got a file about half a megabyte for the modpack which is over 500MB (AllTheMods6) - I have limited data/speed at home, so I download onto my laptop then I tried to import/export/copy onto my home PC - it failed

I think the poster meant the ability to download the mod not as a "CurseForge ZIP" which has a mod manifest, but a full mod zip that has each mod in it downloaded separately, while still supporting the mod authors. Either way, the wording isn't very good.

No it doesn't. You get a .zip, but that's a thing you have to plug into the launcher.

No it doesn't. You get a .zip, but that's a thing you have to plug into the launcher.
