Mods can be made without a mod loader at all, This is how it was done years ago. We called them Jar Mods as you would directly drop them in the Jar.
These days things are a bit more modern so we don't really see that anymore but it's still very possible. I don't see why all mods of any type shouldn't be supported. The "Other" option you want already exists in the form of not providing a loader at all. Thus it's already required for them to fill it out as "none" is valid.
