Authors are the only ones that control their creations, the moderation of a project is done to ensure the file structure, descriptions and to make sure the files are not corrupt.
If there is an issue with the content displayed in a mod, the best way to deal with it is by addressing the matter with the creators.

Case in point 2 large mod authors added interstitial panels to their mods that forced an 8 second pause that displayed to the world at large American issues in the political arena. We were living with until one day one of them decided to tell us which way to vote as if that would sway voters.
If we don't do something about it now, modders and pack designers will begin using their software to hold players hostage with their messages. I can see a 100 mod pack easily having 800 seconds or more of interstitial pages that must be waded thru to get the pack to actually load.
Having a certification badge that content creators can display would help pack designers to make easier decisions about what and what not to add to their packs.
Implementing this will stop the eventual onslaught of begging pages that are likely to follow.
