Make loader tags independent from game version and/or categories

As of now, the only way to search mods for a specific loader (considering the loader tags get fixed) is to to either select the loader in the game version or the tag in the categories, making it impossible for a search based on game version, loader and category to be made at the same time. Not only this makes the creation of modpacks significantly harder, as the user has to browse through a great number of mods that are not of their interest, it also increases the number of confused users about which loader certain mods are made for, since filtering loaders is not always an option.
